The facilities powering AI workloads are raising local temperatures by as much as 16 degrees, and the industry's response is reshaping everything from hardware design to how developers write software.
New research from CNN showing data centers create heat islands shows data centers are creating localized "heat islands," warming the land around them by up to 16 degrees. That's not a global average or a projection — it's a measured thermal footprint radiating from the server farms that underpin modern AI. With the number of data centers expected to grow sharply in the coming years, the finding puts a spotlight on a problem the industry has been slow to confront: the sheer physical heat generated by compute-intensive workloads, and what it means for the communities, power grids, and ecosystems nearby.
The implications reach beyond environmental science. They're driving a wave of innovation in cooling hardware, prompting fresh debates about infrastructure standards, and raising an underexplored question: can the software itself become part of the solution?
The Scale of the Problem
Data centers have been significant energy consumers for years. Ars Technica's coverage of data center cooling standards shows these facilities already accounted for roughly 2 percent of global energy consumption — and that figure has only climbed as AI training runs, large language models, and inference workloads have ballooned in scale. What's changed is the density of that energy use. Modern GPU clusters pack far more thermal output into the same physical space than the CPU-based servers of a decade ago, as NVIDIA's Blackwell Platform demonstrates.
The CNN research highlights that this concentrated heat output doesn't just stay inside the building. It radiates outward, measurably warming the surrounding area. A 16-degree increase in land temperature around a facility is significant enough to alter local microclimates, stress vegetation, increase cooling costs for neighboring buildings, and compound existing urban heat island effects in regions that are already warming due to climate change.
This isn't hypothetical future damage. It's happening now, in the communities that host these facilities. And it's happening at a moment when the AI boom is accelerating demand for new data center construction at a pace that outstrips most planning frameworks.
The growth trajectory is steep. Major cloud providers and AI companies have announced billions of dollars in new data center investments over the past two years. Each new facility adds thermal load to its surroundings. The question isn't whether this will become a bigger problem — it's whether the industry can innovate fast enough to contain it.
Rethinking Cooling From the Hardware Up
The traditional approach to data center cooling is straightforward: move hot air away from servers and replace it with cold air, usually via industrial-scale air conditioning. But as thermal loads increase, brute-force air cooling hits physical and economic limits. The industry is being pushed toward fundamentally different approaches.
Passive and Liquid Cooling Breakthroughs
One of the more striking recent developments comes from a European research effort that produced a 3D-printed, entirely passive liquid cooling system. Reports on the 3D-printed passive cooling breakthrough design, that uses no fans and no pumps, delivers 600 watts of cooling capacity — exceeding the project's original performance targets by 50 percent. The system relies on natural convection and capillary action within 3D-printed microstructures to circulate liquid coolant passively.
What makes this particularly relevant is the dual benefit: it removes heat without consuming additional electricity for fans or pumps, and the captured heat can be reused. District heating systems, greenhouse warming, and industrial preheating are all plausible downstream uses for waste heat at these temperatures. The concept of turning a data center's thermal output from a liability into a resource has been discussed for years, but passive designs like this one bring it closer to practical deployment.
Liquid cooling more broadly — whether through direct-to-chip cold plates, immersion cooling, or rear-door heat exchangers — is moving from niche to mainstream. NVIDIA's latest GPU architectures are designed with liquid cooling in mind, and several hyperscale operators have begun deploying immersion cooling in production environments. The economics are shifting: as power costs rise and thermal density increases, the capital expense of liquid cooling infrastructure starts to pay for itself faster.
The Standards Debate
How data centers should be cooled has been a point of contention for over a decade. Google, Microsoft, and Amazon pushed back against ASHRAE's prescriptive cooling standards, which required the use of economizers — systems that direct ambient air in specific flow patterns — while restricting alternatives like certain air conditioning approaches.
Google's argument, joined by other major operators, was that standards should be based on efficiency outcomes rather than mandating specific equipment. If a facility can hit a target efficiency threshold, the reasoning went, the method shouldn't matter. Google compared it to automotive fuel economy standards: regulators set mileage requirements, not engine designs.
That debate has only intensified. With heat islands now a documented external consequence of data center operations, there's a stronger case for standards that account for not just internal energy efficiency but external thermal impact. A facility might be highly efficient by PUE (Power Usage Effectiveness) metrics while still dumping enormous amounts of heat into its surroundings. The CNN findings suggest that efficiency metrics alone aren't capturing the full picture.
Regulators in parts of Europe have already started requiring heat reuse plans as a condition for new data center permits. If the heat island research gains traction in policy circles, similar requirements could spread to the U.S. and Asia, where the largest buildouts are underway.
The Software Layer: Code as a Cooling Strategy
Most conversations about data center heat focus on hardware and infrastructure. But there's a growing recognition that software design choices have a direct, measurable impact on energy consumption and, by extension, thermal output.
Every unnecessary computation burns watts. Every inefficient database query, every bloated API response, every redundant data pipeline adds incremental load to servers that are already running hot.
At the scale of modern cloud workloads, these inefficiencies compound into real energy costs.
How Efficient Code Reduces Thermal Footprint
Consider the database layer. Aiven's technical coverage of PostgreSQL 18's new UUIDv7 support shows how seemingly small architectural decisions can have outsized performance implications. Traditional UUIDv4 primary keys are completely random, which causes poor index locality and forces databases to do more I/O work — more disk seeks, more CPU cycles, more energy. UUIDv7, by contrast, incorporates a timestamp that makes entries naturally sortable, dramatically improving insert and query performance.
The difference might seem academic in a single application. But multiply it across thousands of services running on millions of database instances, and the aggregate reduction in CPU cycles, memory pressure, and disk I/O translates directly into lower power draw. Lower power draw means less heat. Less heat means less cooling infrastructure, less thermal output, and a smaller heat island footprint.
This is a useful lens for thinking about sustainable software development more broadly. The choices developers make — which data structures to use, how to batch operations, when to cache, how to architect microservices — have physical consequences downstream. AI-assisted code optimization, automated performance profiling, and intelligent resource scheduling can all contribute to reducing the energy intensity of software workloads.
Green Software as a Discipline
The Green Software Foundation, backed by companies including Microsoft, Accenture, and Thoughtworks, has been working to formalize energy-aware development practices. The core idea is simple: treat carbon (and by extension, energy and heat) as a first-class metric in software engineering, alongside latency, reliability, and cost.
In practice, this means things like scheduling batch workloads during periods of high renewable energy availability, designing applications to scale down aggressively when idle, and choosing algorithms that minimize computational complexity even when hardware could brute-force a solution. It also means rethinking cloud architecture: right-sizing instances, avoiding over-provisioning, and using serverless or event-driven patterns that consume resources only when needed.
None of this eliminates the heat problem on its own. But it chips away at the demand side of the equation, reducing the total compute required to deliver a given service. In a world where every new megawatt of data center capacity creates measurable local warming, demand reduction matters.
Who Bears the Cost?
The heat island effect raises pointed questions about who pays for the externalities of data center operations. The communities hosting these facilities often welcomed them for the tax revenue and jobs. But if a data center is raising local temperatures by double digits, nearby residents face higher cooling bills, agricultural impacts, and reduced quality of life.
Some jurisdictions have started pushing back. Moratoriums on new data center construction have been enacted or proposed in parts of Ireland, the Netherlands, and Northern Virginia — one of the densest data center markets in the world. The stated concerns vary, but power grid strain and environmental impact are recurring themes.
The industry's response has been uneven. Some operators invest heavily in renewable energy procurement, water-efficient cooling, and community engagement. Others treat environmental compliance as a checkbox exercise. The CNN heat island research adds empirical weight to community concerns that have often been dismissed as anecdotal.
For tech companies, the strategic calculus is shifting. Siting a data center is no longer just about power availability, fiber connectivity, and tax incentives. Thermal impact, community acceptance, and regulatory risk are becoming material factors. Companies that invest early in low-thermal-impact designs — passive cooling, heat reuse, efficient software stacks — may find themselves with a competitive advantage in securing permits and community support for future builds.
What Comes Next
The convergence of heat island research, cooling innovation, and energy-aware software development points toward a more integrated approach to data center sustainability. The old model — build a box, fill it with servers, blast cold air at them — is reaching its limits.
What replaces it will likely be a combination of approaches. Passive and liquid cooling systems, like the fanless 3D-printed design, address the hardware layer. Outcome-based efficiency standards, building on the arguments Google and others have made for years, could give operators flexibility to innovate while holding them accountable for results. And energy-conscious software engineering, still in its early stages as a discipline, offers a lever that scales with every line of code deployed.
The heat island finding is a useful wake-up call, but it shouldn't be surprising. Concentrating enormous amounts of electrical energy in a single location has physical consequences. The real question is whether the industry treats those consequences as an engineering problem to solve or an externality to ignore. The trajectory of AI demand makes the status quo untenable. The tools and techniques to do better already exist. What's needed now is the will — and the regulatory pressure — to deploy them.
